Hydraulics slow, slow.

I have a farmal M, gas and the hydraulics are
slow all the time, seems faster when revved up
higher, fluid has been changed, Is there a screen
in by the pump to check, Book says you need to make a special tool to remove the bottom cover,
any suggestions , just not familiar with these old
M's . Just wondering if anyone has had this problem,or any ideas ??
