Farmall B head removal

Recently I got my father's Farmall B and brought it from Ky. to my home in GA. It has set for 20+ years and it is in bad shape. The engine was froze up however it now turns over due to Marvel Mystery Oil. I have no compression in any cylinder and when I removed the valve cover none of the valves or rocker arm would move when it is cranked.
Is it time to remove the head for a valve Job???
If so how does this happen and what is the procedure to replace the head (tourque requirments)?
Any help is appreciated, the tractor was maunfactured 5/28/1940
