The exhaust lift is not very common and should be looked upon as an asset for antique value. The radiator should be mostly full because there is probably no water pump on your tractor and the thermosyphon works better when the radiator is full. It should steam with the cap off and may steam aome with it on when working it hard. The pan bolts should be firm but not tight enough to warp the pan. If it is not leaking it is tight enough. Tightening the wheel bolts will not help the fluid leaking. Chances are the transmission is over full. Full plug is low on the left side behind left brake rod. Keep the lug bolts tight and don't worry about them unless another piece breaks.
