LC - Some ideas:

1- You sure the ammeter is working?? It should indicate 10 - 15 amps discharge when you turn on the lights with the motor stopped. If not, replace the ammeter before proceeding.

2 - Make sure the electronic cutout is wired correctly for positive ground.

3 - Make sure you have a good ground connection between the light switch and the amp box cover, and between the cover and the box itself.

4 - If it still doesn't charge, connect a temporary jumper wire from the generator F terminal to a good ground and run the motor at 1/2 speed or higher. If it now charges there's a problem with the light switch (bad connection, an open in the field resistor, etc.) If it still does not charge, suspect the electronic cutout is NG.
