IH 444 hydraulics quit suddenly

Started the tractor today and I have no power steering and no lift at three pt hitch. Oil is clean, filters clean, pulled the pump and it turns ok. I suspect that a pressure relief valve has failed. could this be the problem? If so, where is this valve located? Thanks for your help.
