Since pulling the T/A does not make a difference, the locked wheels could be one of two things. First check to see if the transmission is in two gears. Pull the shifter out and see if all of the shifter fork notches are lined up. If the transmission is ok, then it pretty much has to be the brakes. If it was something else, you would be able to pull the T/A back into low range, put it in a forward gear, and it would roll forward. As for the engine, pull the starter and see if it has jamed against the ring gear. If it isn't stuck, put a pipe wrench, or better yet the crank if it works and try to break the engine loose by hand. I would squirt some oil in the spark plug hole first no matter what else I did. A little oil never hurt anything. Even if the engin is stuck, I am sure you can get her back in shape. Just takes time, and money. Good Luck.
