Sounds like either a bad battery cable or a bad battery. I have seen a battery look good on a voltmeter, but suddenly develop an internal high resistance, so it would drop to almost zero under load. If the cable clamp is loose or corroded, it would do the same thing. That's assuming you're measuring voltage from the switch terminals to ground or battery negative. If you're measuring voltage across the switch, the voltage should be 12 V when not actuated, and near zero when pushed.
