Pneumatic Liftall Problem

I hope someone can help me. I have a 1946 A with a pneumatic liftall. My problem is: After the lever is pulled to raise rear cultivators it doesn't lower when the lever is disengaged. A new kit has been installed as well as a new hose going over to the vacuum chamber. The piece that the spring hooks onto keeps working out from the housing. This is the piece that has a flat surface for the brass plunger to rest on. I can unscrew the pressure plug and the cultivators will drop down like they are supposed to. My questions are: What is keeping the pressure from being released and how do I go about correcting the problem? Thanks very much for your help, Dave S.
