If none of the wires are touching the cover or the inner part of the box when cover is installed, this would be a normal condition. You see the cover has to have a good ground to the box via the two screws, the box must have a good ground to the steering support post, the post to the platform etc., all the way back to your generator. this is your return for the field circuit to induce a charge for the battery, as it has a low-high charge rate built into the light switch. So you just completed the connection when you touched it to the box as I presume it was running. Hope that helps. Good luck.
