IH 46 Baler

Hi
I have a IH 46 twine baler and it has gotten so it makes continous bales, like 5 feet long. The knotter won't trip so that I can make the set size of bale, I can trip it by hand and the knotters tie just fine. The sheave washers are gone, but the trip spring is in tact and seems OK. Is the trip arm being squeezed by the sheaves and not allowing it to trip the knotters? Help I have hay to make soon. Thanks Dan in Iowa
