Is Start-up Smoke Normal?

I have a Farmall M that was recently overhauled. The overhaul was 100% with pistons, rings, sleeves, new valves, new valve guides etc...

I have worked the tractor under various loads several times. I even pulled it hard enough to turn the exhaust manifold a light color. The inside of the exhaust pipe is white after running hard. Every time I start the tractor, It blows a puff of blue smoke. Is this normal? How long does it take to fully seat the piston rings? The engine does not burn oil. Any ideas?
