Farmall H brake adjustment

I'm in the process of replacing the brake bands on my 1947 H. The pedal for the left side brake traveled twice the distance of the right side before the brake engaged. I thought the problem was in the fact that the small set screw at the bottom of the brake housing was missing, but now I'm being led to believe that the problem may be the coupling that sits in front of the brake pedal. Question is; how do you adjust these brakes, and what exactly does the set screw at the bottom of the housing do?
