Definitely sounds like the battery is being overcharged. Proper operation with a good, fully charged battery is for the ammeter deflect hard to the right immediately after startup. It should then gradually taper down until it shows a small charge level (deflection slightly to the right of 0) after running at speed for a few minutes. Possible causes for overcharge: New regulator is bad (not likely if you got it from C&G, but still possible). Wrong regulator part number was provided (again not likely). Wrong connection(s) made at the regulator. Short to ground in the wiring that connects the generator and regulator F terminals. Internal short to ground on the field winding in the generator. A couple quick tests: With the motor running and the ammeter showing charge, disconnect the wire from the regulator F terminal. If the ammeter now shows discharge, problem is in the regulator. If it's still charging, disconnect the wire from the generator F terminal. If the ammeter now shows discharge there's a ground in the wire harness. If it's STILL charging with the wire off the generator F terminal, problem's a short inside the generator. It needs a visit to your local starter/alternator shop!
