I would agree with the other post...start with the carb and tune up. Surging should be a minimum. There is a bumper spring on the front of the governor that can be adjusted by the bolt on the front of the governor, but fix everything else first and then adjust the bolt in only enough to dmpen the surging. Check all linkages from the throttle lever to the carb. I thought I had governor problems but it was all in the linkages. Sort those things out before tearinginto the governor. I have seen very used and abused tractors that had perfectly good governors...they just don't usually have all that many problems.
