The lamnated paper pulleys were a sort of light brown and had a sort of tanning shellac on the outside surface and were painted on the inside. Naturally, the surface wore off from use and exposure and ours got coated with belt dressing a little. For restoration just cleaning it good and using a clear coat of some kind to protect it should look right. Just like the axles, painting them red isn't exactly right even if it does protect them, flat black is better than that.
