Using a manual oil presure guage sounds correct, my hunch is that the internal tube running from the pump to the tractor guage is either plugged or partially plugged with old oil residue from the filter.If you get a low reading on the "alternate" guage, you may have to clean that tube to get the guage to read correctly, this seems to be a problem with IH having the filter and the oil guage tube right next to each other on the same side of the engine.
