The welch plug is the small steel plug in the rear facing end of the govenor housing. It is a dished piece of flat steel, don't try to reuse the old one, they don't like to seal a second time. Install it with the convex side facing out and use a punch about 1/2 the size of the plug to set it and expand it.
I learned about reusing one the hard way! I have to split my H to change the welch plug on the back of the block! It's leaking oil pretty bad.
