Steve, there's an adjustment to eliminate the governor hunting. On the underside of your governor, you should find an acorn nut. removing it will expose a slotted head on what looks like a threaded stud. With the engine OFF turn that inward by quarter or half turns, restarting and running in between adjustments until you see an improvement. Then go by quarter turns until it seems right. Then replace the acorn nut to lock down the adjustment. It is possible to take it too far but, as far as I've read, the worst you can do is raise the low idle by taking it too far. Also, you can get a lot of the slop out of the whole setup by adjusting the link on the left side of the tractor where the rod link runs from the governor rockshaft to the carb. Hope you work it out!
