Good morning! Your post is a few days old and perhaps you have located and solved your problem. About 20 years ago I restored a 1937 WC Allis. It ran find as your M does under load, but the idle was rough. Fortunately, the service manager at the Allis dealership was around when these tractors were working and was extremely knowledgeable about their idiosyncrasies. He knew what I had done relative to the restoration and engine repair so as soon as he heard it idle he said, "open the spark plug gap to .040 and it will settle down and idle smooth." It worked! Twenty years later the tractor starts with 2-3 pulls of the crank and runs and idles fine. No guarantee that this will solve your problem, but give it a try. Let us know the results. Tom
