If you truly believe there is stuck rings, and I have no reason to disbelieve you based on your discription, I do have a suggestion. Use a spray can of good penetrating oil (I like one called Fluid Film, made from sheep oil or lanolin) Remove spark plugs ample amounts in each cylinder, the idea is to get enough product in there quickly enough so it will flow right around piston. Let it sit for 2-3 days with plugs out. Every 6-12 hours turn engine with hand crank. This will help work fluid down around rings. You will have some problems getting it started after this. If your starter is fast, turn it on starter for 30 sec to blow excess fluid out. You will still probably have to tow it for a start. Run it for 20 min and change oil and filter. On filling with oil you could add STP motor job in a can, thats optional. I never believed in that stuff but did try it on an engine and it worked. I have done this with several engines but only as a last resort. Results have been from good to lo-fair. I wouldn't say poor. I believe sucess on this is based on what you start with. It is a hit and miss, as engine is probably going to have to come apart anyway. One of the tractors I did this to has been going for ten years since and he works the tractor quite hard, when working. Part timer likely 800 to 1000 hours in the ten years.
