Super H throttle problems

I recently purchased a super h, that was running good when I picked it up. Upon getting it home, it began running terrable. I cleaned the fuel lines, and bowl. Noticed that it was only firing on 2 cylinders, Also noticed new plugs in it. We determined that the plugs were too cold??? Upon getting the plugs in, she started and run smooth except "Wide open" No throttle responce at all, with no way to slow it down. A friend told me it was the governor, but it was working fine before the new plugs. Any help would be appreciated, for this new tractor owner.
