Farmall cub won't start

I've got a farmall cub that has the engine overhauled. I have installed new plugs, condenser, rotor, points, cap and wires. I used champion D15Y(these have been used in IHC tractors foreber).The cub has a mag which has been checked and throws a good blue spark. I have tried D21 plugs and ac C-88 and the cub won't start. The plugs will fire outside the engine if grounded, but won't fire when installed in the engine. This was checked using a timing light. Does anyone have any ideas? I'm pulling my hair out trying to figure this one out and am about out of hair.
