The oil cap is the governor housing is held on with 5 bolts. When removing the housing do not pull governor out of engine block as this will mess time up. Remove cotter pins from hand throttle and to carb then remove housing carefully on the end of shaft of governor there is a pluncher with a spring behind be sure that is free. On the shaft of the governor there is a small ball bearing set 3 pieces behind that a thick sleeve be sure that free. There is 2 weights on governor be sure they are tight but free moving. Now in housing there are 2 shafts on bushings be sure they fit tight but free if any play in bushing and shaft governor will not work correctly. There is a large spring connecting these to shafts which you will have to get from dealer. Hope this helps
