Your problem is in the draft controll. I had same problem with a 560 from same generation of tractors. Your controll valve has two small levers , one on each side. One is conected to the controll lever and the other to the draft controll. Inside the valve there are gears that work much like differential gears. Those gears are probably broken. That is what was wrong with my 560. I replaced mine with a regular valve from a 300 parts tractor I had. Draft controll was not needed for my use at the time. Hydraulic valves on all 300, 400, 350, 450, 230, 240, 340, 460 and 560 are all the same except for this added feature in valves for draft controll. The valve housing on both types are the same as it relates to mounting in valve bank. You may still be able to buy those gears from CaseIH.
