I replaced the points and condensor in the distributor on my 200 and had a similar problem. The shaft turned freely and after I put the points/condensor in, the shaft was hard to turn and made a scraping noise. I found that in my case it was the screw that you use to adjust the points. I had to grind a little off of mine. Reassembled it and shaft turned freely again. Maybe you have a similar problem. I took everything back out and saw that the shaft moved freely then started putting stuff back in one at a time then check to see if the shaft moved.
