400 Power Steering probs.

Our 400 Row Crop has the power steering where the pump bolts onto the governor and the valve/power thing is up above the motor. It works fine when you are moving, and about half of the time when you are sitting still. Other times when you are still, it will work for part of the rotation of the wheels, but will then just plain stop. This winter I replaced all the bearings/bushings/etc in the bolster, so that is not the problem. I wonder if any of you have any experience with this problem and how to fix it?
