Follow TNR's advice. In the meantime -- you really don't need instruments for a magneto. Make SURE the tractor is in neutral. Pull off a plug wire and hold it 1/4 inch or so from the plug or the block. Pull the ignition switch out. Activate starter. If you get a nice fat spark and the engine won't start you have a timing problem or a fuel problem. No spark, you probably have a magneto problem. If the timing and fuel are ok the tractor should start even with a relatively weak spark. All the battery does on a magneto ignition is provide power for the starter and lights. Tractor will run fine crank started without a battery. The wire from the pull switch going to the magneto is nothing more than a grounding wire, so you can stop the engine without turning off the fuel as was the case with some older tractors.
