Taking your items in reverse order: 3) The 300U originally came with either 28" rims(10- to 13-inch width tires) or 26" rims (14-inch width) for pneumatic tires. Also see a note for 24" rims in the parts book, but this appears to be a special. 2) The wheel weight IH intended for the 300U is not the same as the standard one used on the Farmall tractors. 300U used 65-pound split weights, part #365321R2, which are probably as scarce as hen's teeth. Weights from other manufacturers are commonly used instead. 1) How much, if any, probably depends on how much you want to pick up, and how much stress you want to put on the front axle and steering (which is a notorious weak spot on the 300U). Ballast in the rear tires would give you 700-1100 pounds, depending on the tire and how much calcium is used. That might be enough to be useful, but little enough to keep you out of trouble. I'd strongly suggest that you go with the minimum spacing on the front axle, regardless. Good luck.
