Check all the throttle/governor/carburator linkages for free movement and proper attachment hardware. Then check the control rod that runs horizontally from the governor to the carburator. This rod is inside a 3/4" metal tube and at the carb end has been known to be re-installed incorrectly by more than one fixer upper. Sorry this isn't more technically correct, maybe someone will explain it better. Good luck and let us know what you find. Dick
