You will have to take the wheel off to remove outer cap, then you can replace the seal, also examine the outer bearing for failing, if this is not where noise is coming from I would check the inner axle bearing, not as easy to do but can be done without taking the deck off. Take the pto unit out, (drain Hytran) work thru hole and remove bull gear cap screw, push the axle out by using both sides bull gear bolts and a heavy sleeve, then remove axle housing, then reverse procedure to reassemble. Noise could be loose wheel clamps, dont overlook this. I worked in IH dealer for 40 years from 1960, this was common on heavy use 560.
