Assuming that everything back of the clutch is free, I'd agree that most likely its a bad starter. If you have a good DC ammeter you could check starter current draw, if not see how long it takes to get the starter hot while cranking. If it doesn't get very warm after a minute or so then there isn't much current going to the starter and you may need a rebuild. On the other hand, if you can hand crank it all the way around with reasonable resistance then it is the starter if you encounter really tight spots while hand cranking she's too tight, wrong clearances.
