carb on M messed up?

I just rebuilt my first tractor, a 41 M. I had to pull start it. It runs rough and at the same speed whether the throttle is at 2 or 5. When put under a load it would smooth out, but when at idle it would run rough and smoke. I am pretty sure the problem is in the carb. It will leak alot of gas out the drip hole when not running. I bought a rebuild kit for it and cleaned it and put the new gaskets and stuff in it. I am not sure I have all of the adjustment screws set right, but I think the problem is with the float. If it is stuck open, would it flood the tractor and cause it to run rough?
