The impulse coupling gives the magneto a quick flip to generate a good spark when you are cranking the engine by hand. A magneto is just a permanent magnet moving past a coil to create a spark. The faster the motion the better the spark. Lawn mowers have magnetos, a magnet in the flywheel moving past a coil. Crank them very slowly and you may not get much of a spark. Crank a Farmall magneto slowly and you will get a good spark as the impulse coupling trips. If you don't hear it click you have a problem.
