I had the same trouble with my Cub Lo-Boy. I applied WD-40 liberally to the shaft that enters the side of the governor and finally got it to free up. Try grabbing the levers that are on the back side of the governor that the throttle rods hook too, and see if you can rotate the lever and shaft in the governor. I had to pry the shaft to turn with a small crow bar to get mine to move, as I applied WD-40.

Its kind of hard to reach and get the WD-40 in the right place.
