If it spent it's life as a county or state owned tractor, it's probably good and wore out. Check if the brakes are good, hold each one in as you let out the clutch slowly. How much play is in the steering wheel? Are there any other welds on it, body castings, front axle, steering gear box, etc. How's the sheet metal? If the whole package doesn't look any worse for wear as any other A or Super A, $900 is a good price. If it runs bad, maybe it just needs a good tune up or overhaul.
