I took some of your advice, but ended up drilling out 2 ports in the hitch drop retard valve. It now raises and lowers at the same speed and has'nt dropped a bit in 24 hrs. The former owners must not have used the hitch or they would have run it off a cliff out of frustration but it works good now. Thanks for the tip.
