Don't run the engine with the sleeves that way you will ruin the sleeves, You have a problem as the sleeves should be very tight and if they are not they will move around and also you have to have a tight fit for heat transfer. You either have the wrong sleeves or someone has machined the bores for some problem in the past, I suggest you get someone to mike the bores for you and also the sleeves to see if there is a problem the sleeves should be a little bigger o.d then the bores inside dia. so you have a crush fit. Diesels are very fussy as they operate at much higher pressures then gas engines and things have to be right. I have four of these engines and have never had that problem.
