424 Manual Steering

My father-in-law has a IH 424 manual steering, gas burner. The steering gear assembly has gone out three times now to where the steering wheel just goes round and round. The shop he takes it to gets it to work for a while, then it goes out again. I'm gonna try to fix it and would appericate thoughts on the subject. Thanks..
