Tight Brakes on 300 U

Have been trying to get the brakes to work on my 300 Utility (when I got the tractor they didn't even hold it when stopped). I've done the usual steps of disassembling the center brake actuator and cleaning the balls, replaced the springs, and put in new discs on both sides. The problem is that after doing all of this, the brakes now seem to be too tight, and bind somewhat (even when the actuating rods aren't hooked up). I don't want to glaze my new discs and operate with the brakes too tight. Is it normal for new discs to be tight at first, or is there something else that needs to be done? Thanks for your help.
