From what you describe the carb is OK. You are getting response from the adjustment screws which is good. Set the idle so you don't see any black smoke. The improperly burned fuel will soot up the spark plugs and cause fouling. Next go to the distributor or magneto and set the timing back a few degrees. It sounds like your valves aren't closing and sealing well and moving the timing back gives them a little more time to close. It also wouldn't hurt to put an ounce or two of Marvel Mystery Oil in the gasoline to help lubricate the valve stems. I had the same problem on my H and this fixed it.
