All early TA would freewheel in low with original IH TA, SMTA-300/450/504/544/4/560/656/666/686 had what we called mechanical TA, 706 and up was hydraulic TA. You also have a friction disc on the throttle right under the lever, 369463R1 is part, about $3. Also tension spring on further down on shaft inside dash, check to see if enough tension, might be broken.
