farmall A misses under load and pops through exhaust

i have a Farmall A that starts giving a little "floop" noise out the exhaust under a load or pull. this i killing my power. heres what i have already tried.
1. new points
2. new plugs/wires
3. new used govenor from my parts tractor which was a better one than mine.
4. 2 year old working carter carb from my dads tractor

5. new 12 volt coil and resister for it.

what is going on? im not a farmall expert by no means, but i do have a good sense for mechanics.
