Finally got it running now stalled

My I-544 gas finially is running. When I put it in gear it moved 4 feet and stalled. I could not restart it. What is the trick to getting the C200 gas engin to restart after it stalls (possibly flooded). I tried varing the choke position and gas lever. Also gas is dumping out the carb thru the air cleaner hose when trying to start. Is this normal? My mechanic said it is when the carb fuel bowls are first filling, but this happones everytime I try to start it.
