If you are using a one wire alternator on an A, it has to self excite to get started. The engine and belt system is not set up to turn the alternator fast enough to get it started. Get the smallest pulley you can for the alternator. If that does not work, reach in front of the carburetor with the engine running and pull back the governor rod to race the engine, that should get the alternator to start charging. I have two tractors with C-113 engine with alternators on them. I have to do this to both of them every time I start them up. If you don't like that, I've found out that the later fan hubs have a larger diameter drive pulley for the generator. So if you can find one of those, you can change out the fan hub to get a larger pulley and thus more speed. Otherwise, you will have to do what I said or get an alternator that gets started from the battery.
