In my i-t service manual the #1 TDC determined by the double set of notches on the crank pulley. When the first notch on the crankshaft pulley is lined up on the pointer then # 1 is at TDC. Be sure that the #1 cylinder is coming up on the compression stroke, You will know this by removing the spark plug and sticking your finger in the hole and manually cranking the engine at the same time.
