Dave, you time the magneto with the engine off. First, locate the top dead center mark on the flywheel. Sometimes locating that mark can be a chore. To find it, get the no. 1 cylinder as close to TDC of the compression stroke as you can. The mark should then be close to the bottom center. The mark it is supposed to match with is on the bottom center of the front cover plate. It's just a cast in mark, or if you have the pressed metal cover plate, just a pressed indention in the plate. Once you find these marks, line them up and then you take the cover off the distributor and loosen the clamp bolts at the back of the mag. Rotate the Distributor back against the engine and then back out until you see the points spark. Be sure to turn on (unground the mag) ignition or you won't get a spark. Then tighten the mag up at the position where it sparked. Now turn the engine by hand to check you get the spark at TDC. That's it.
