It may be a magneto from an H-mounted Cotton Picker. We had a couple of them up until I was about 12 and I seem to remember there being some "specialized" parts on the tractors to make room for the basket, controls and other stuff.
There is another possibility. I-H engines were used in an enormous number of applications-industrial and otherwise-you could have the right mag, from another application aside from a tractor.
Or, you could just have something really, really, wierd.
