Unless you are baling 10-20-30000 bales per year H or M should be just fine. If baling a lot of hay IPTO is almost a must. My dad and I baled 30000 bales per year with 300 and IPTO with a NH 69 hayliner and thrower. I have operated that baler with Farmall 130 on level ground and not pulling wagon. A good working baler is not a high power requirment machine. Pulling the baler and wagon use the most of the power.
