(I'm taking for granted you have the right sleeves) Sometimes when installing the sleeves, the O-Ring will hang on the side of the block and get pinched out when you install it. If you use STP or another lubricant, it will aid the O-Ring in staying in the groove. Sometimes, the O-Ring will even shear in half, this would cause a big leak. It sounds like you may have the wrong sleeve kit though as fast as the water comes through. Have you looked to see if the block case is cracked there as well? Just some things to check.
