Hi Pat,

The individual parts can be bought from your local Case IH dealer or through a auto-electric rebuilder. If the starter turns over fine when it is off, it should turn over when it's reinstalled. Check the battery cables on your C and do a load test on your battery, it is possible that the battery may not be able to supply the amperage required to turn your starter under load.

Your carburator may be leaking as a result of the needle valve not seating properly in your carb, you may also have a pin hole in your float so the float will not move up and push the needle into the closed position.
